Here some infos I've found on the net (very hard task!!)
Rudny Ice Palace, called "Gornyak" (Miners) was opened in 1980 in the same complex where one year before was inaugurated a swimming pool, to create a sport complex. Despite a great popularity and been one of only 4 ice palace in all Kazakhstan, rink was closed in '90 (I guess for financial problems) and re-opened in 2001 thanks to "SSGPO" (local company and currently main sponsor of team) investments. Re-opening ceremony was attended by Kazakhstan's president Nursultan Nazarbayev.

Do you have also information about home ice from CSKA Temirtau ?
CSKA Termitau team was disbanded years ago due to lack of ice rink.
I quote here the news I posted in november in KAZ general thread
Termitau municipality becomes owner of Ice Arena, previously owned by the Ministry of Defense and re-opened it after some repairs to refrigeration equipment. Arena was closed some years ago. Karaganda teams will carry juniors team trainings there, and probably in near future a new team could be estabilished (CSKA Termitau was disbanded years ago)

There is an ice rink 60x30 with 5.000 seats capacity opened in 2001 with name "Avangard" and renamed in 2005 Sport-Complex Victoria.
