The new rink(Hamalir)in Yerevan,Armenia has been officially opened according to my relatives there.
Big ceremony with russian figure skaters and ice dancers.Seats around 10 thousand.Presidents and ministers all were there
Hopefully with new rink and suspension they get organised and compete legally

Where exactly? Azerbaijan? Which city?

It's the big sports center with ice rink, it is not new building, just old one renovated, the ice rink not new, just completely rebuilt, new refridgeration equipment, new boards and glass, and lots of interior renovation in changing rooms, tribunes and all
The teams Urartu, Dinamo and ASC play there games now.
shengavit uses their old rink

That looks like the Sports and Concerts Complex (http://hockeyarenas.net/index.php3?page=3000&ctID=am&size=0&arID=1729). I think that was already in use, wasn't it?

they remodled it and turned it into an ice rink
